Eligibility Criteria

To access insulin pump therapy under the NDSS you must:

  • already be an NDSS Registrant, and
  • meet the additional criteria set out for IPCs.

Additional Criteria for Access to IPCs 


Category A - Under 18 

A person with type 1 diabetes under the age of 18, who

  • has, or whose carer has, completed a comprehensive diabetes education program provided by a diabetes team, and
  • demonstrates competence in insulin pump function, operation and insulin adjustment.

Category B - Adult

A person with type 1 diabetes, who:

  • has been on a prescribed regimen of multiple insulin injections each day of varying dosage, for at least three months prior to initiation of pump therapy, and
  • has evidence of testing for glucose levels as least three times per day during the prior two months, and
  • has completed a comprehensive diabetes education program provided by a diabetes team, and demonstrates competence in insulin pump function, operation and insulin adjustment, and
  • has met one or more of the following criteria while on the multiple daily injection regime:
  • i. glycosylated haemoglobin level (HbA1c) greater than 7%
  • ii. recurring hypoglycaemia
  • iii. repeated occurrence of the dawn phenomenon, with overnight, fasting blood glucose levels frequently exceeding 9 mmoI/L, or
  • iv. history of severe glycaemic excursions.


Category C - Pregnancy 

A woman who has gestational diabetes or type 1 diabetes, who:

  • is pregnant, and
  • has completed a comprehensive diabetes education program provided by a diabetes team, and demonstrates competence in insulin pump function, operation and insulin adjustment.

Category D - Transitioning Adult 

A person with type 1 diabetes, who:

  • was previously in category A and has turned 18 in the past six months, and
  • in that time has been reviewed by an Endocrinologist, a Specialist Physician or CDE who recommends continued access to subsidised insulin pump consumables.


Category E - Existing Pump Therapy (Over 18) 

A person with type 1 diabetes who:

  • commenced pump therapy prior to 1 September 2004, and
  • is assessed by an Endocrinologist, a Specialist Physician or CDE who recommends continued access to subsidised insulin pump consumables.

Diabetes Team

A diabetes team is preferably part of a designated Diabetes Centre or Clinic, and consists of:

  • was previously in category A and has turned 18 in the past six months, and
  • in that time has been reviewed by an Endocrinologist, a Specialist Physician or CDE who recommends continued access to subsidised insulin pump consumables.

The reason for a diabetes team is to ensure there is a multidisciplinary approach to diabetes and insulin pump therapy.


Insulin Pump Consumables Assessment Process

As an initiative of the Australian Government, insulin pump consumables (IPCs) have been listed on the NDSS since September 2004. IPCs are only available to Registrants who meet additional Eligibility Criteria. Access to subsidised IPCs is dependent on meeting the Commonwealth’s criteria and completion/submission of the NDSS Assessment Form. Orders will not be accepted unless these criteria have been met.
